Carter Cheadle Rubin is a second-year student in the Master of Urban and Regional Planning program at the UCLA Luskin School of Public Affairs. Carter has focused his academic studies on regional transportation policy, transportation finance and the factors that determine individual transportation decisions.
During his time at UCLA, Carter has worked as a graduate student researcher for the UCLA Lewis Center on the Caltrans Statewide Transit Strategic Plan, which helped Caltrans identify ways it can be a better partner with local transit agencies.
As a Bohnett Fellow, Carter Rubin works as a Policy Analyst in the Performance Management Unit of the Office of Los Angeles Mayor Antonio Villaraigosa. In this capacity, Carter supports the implementation of the Mayor's key initiatives in the areas of transportation, the environment, education, budget and finance by tracking departmental progress, developing accountability metrics, and assessing policy options.
